Learning DLR (how to implement a language on top of it)

I am looking for a possible solutions to a problem I described on StackOverflow.

So far I've got a suggestion there to make a two phase interpreter, but I have no idea how it should be done in case of a ToyScript implementation, where, firstly, a "local" AST is generated form a program, then it is translated to DLR AST and only after that it is "executed"

Any help will be highly appreciated
